  17. </p>
  18. <p>    In a final chapter to one of Wall Street's many scandals,
  19. Wall Street power trader Salomon Brothers agreed to pay a $290
  20. million fine as a settlement to a suit filed by the Securities
  21. and Exchange Commission and other government agencies. The
  22. investment firm admitted last August it had submitted billions
  23. of dollars in phony bids for Treasury notes and bonds. But
  24. unlike the benighted houses of E.F. Hutton and Drexel Burnham
  25. Lambert, Salomon can take solace in the government's decision
  26. not to press criminal charges.
